Sri Jagannath is Krishna himself, absorbed in the overwhelming ecstasy of Radharani's love. When Krishna hears the gopis' songs of Vrindavan, his limbs withdraw, his eyes grow wide, and he becomes the form we worship as Jagannath.

Mahaprabhu’s Mercy on King Prataparudra on the Rathayatra Day

As soon as Mahāprabhu heard the verse, He became ecstatic with love and embraced the King, while repeating the word bhūridā (most benevolent) from the verse. Though the Lord is all-knowing, He asked the King his identity. Prataparudra answered that He was the servant of the servant of the Lord.
